ROUTINE INSPECTION
Notes: - A follow up inspection will be conducted in 24 hours. The first follow up inspection is free of charge. Any and all subsequent follow up inspections shall be charged at the approved hourly rate of $298.00/hr, minimum of one hour, during normal business hours: Monday through Friday 7:30 AM to 4:30 PM, and $645 for a minimum of two hours, during non-business hours, and upon inspector availability. - Per Cristal, they have moved their central kitchen operation from this location to Union City. Ensure that if supplying foods from different counties to obtain a Processed Food Registration from the California Department of Public Health - Food and Drug branch. Per Cristal, this location is self-sufficient. - Facility has removed the fryers from the fryer cook line. Refrigerators have been removed or disconnected from the hallway and the banquet room.
The handwash station at the bar was missing paper towels. [CA] Single-use sanitary towels shall be provided in dispensers; heated-air hand drying device may be substituted for single-use towels. [COS] Staff restocked the handwash stations.
Facility's water heater stopped working during the inspection. Water measured at <100F at all plumbing fixtures. tHe water heater stated there was a blocked exhaust and that water heating was disabled. Tank temperature read at 81F. [CA] Ensure hot water heater is operable and maintained in good repair at all times. [COS] Staff turned the water heater on and off. Water heater began working and hot water was returned to plumbing fixtures at time of the inspection.
The handwash sink drains slowly. [CA] Ensure the drains are working properly.
FOLLOW-UP INSPECTION
This is the first follow up inspection to verify compliance with major violations noted during the routine inspection. Observations: K22: No sewage back up was observed. The hand sinks were turned on and all the faucets at the woks were also turned on. A second follow up inspection will be required to verify compliance with pending major violations (K07, K08, K13, K14, and K35) once in operation. Two bus bins of meat were found in the cooler that was not working and measured between 47-49F. [CA] Potentially hazardous foods shall be held at or below 41/45°F or at or above 135°F. [COS] Items were VC&D.
ROUTINE INSPECTION
Banquet hall is unable to operate independently of main facility, which is closed for sewage backup. FACILITY IS HEREBY CLOSED OWING TO SEWAGE BACKUP. A food facility shall not operate if there is sewage overflowing or backing up in the food facility. The food facility, or impacted areas, shall remain closed until all plumbing problems have been corrected and all contaminated surfaces have been cleaned and sanitized. CEASE AND DESIST ALL OPERATIONS. Call or email to schedule a follow-up inspection. Subsequent follow-up inspections after the first shall be billed at $298/hour, one hour minimum, during normal business hours (7:30 AM to 4:30 PM), or $645 for a minimum of 2 hours, during non-business hours and in accordance with the inspector's availability. Tub of cooked beef measured 64F while maintained in a bus bin on the table in the banquet hall. Per the PIC, beef had been cooked 3 hours prior. [CA] PHF shall be maintained at or below 41F to prevent the growth of bacteria. [COS] Beef relocated to upright cooler.
Flies observed landing in a bus bin full of meat sauce maintained on the table in the banquet area. [CA] Food shall be kept covered to prevent adulteration. [COS] Meat sauce Vc&D. See VC&D report.

ROUTINE INSPECTION
Facility is not using the banquet to host events. Facility is using the banquet area as storage for dry goods (plates, napkins, soap, etc). The area is also being used to portion out PHFs such as braised duck and chicken. Individual portions of vegetables and noodles are also preportioned in this area. Per the general manager, Kai, they are using the downtown location as a central kitchen for all other locations. The bar area is not being used.
The bar area hand sink lacked soap and paper towels. [CA] Provide handwashing cleanser in dispenser at handwash stations at all times. Single-use sanitary towels shall be provided in dispensers; heated-air hand drying device may be substituted for single-use towels. [SA] Staff provided a roll of paper towels and soap for use.
