At the hand sink in the restroom, the paper towel dispenser observed empty. *Note: Packet of paper towels was available maintained on a shelving unit to the immediate right upon exiting the restroom [CA] Single-use sanitary towels shall be provided in dispensers; heated-air hand drying device may be substituted for single-use towels.

Per owner, water service to the facility had been shut off due to nonpayment of the water bill. Facility only sells prepackaged food items. [CA] An approved, adequate, protected, pressurized, potable supply of hot water and cold water shall be provided. [COS] Owner provided confirmation of payment. Water was restored to facility at end of inspection.
